The City and County of Denver offers a competitive salary commensurate with education and experience. The salary range for this position is $138,841.00 - $236,030.00/year, based on education and experience. We also offer generous benefits for full-time employees which includes but is not limited to:

- 132 hours of PTO earned within first year + 11 paid holidays, 1 personal holiday and 1 volunteer day per year

Location
The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed. Employees must work within the state of Colorado on their off-site days.
What You’ll Do
Do you thrive in high-pressure environments and possess a deep understanding of cybersecurity best practices, particularly those related to Payment Card Industry (PCI) Data Security Standards (DSS)?
TS seeks an experienced Chief Information Security Officer to coordinate and implement the City and County of Denver’s information security efforts.
As our new Chief Information Security Officer, your job will be to improve and enhance performance across all the enterprise. You will act as an advisor to our Executive Leadership Team, providing analysis to make informed business decisions related to cyber security issues that affect technology reliability and customer access. You will use your strong leadership and technical background to effectively assess our current security posture, develop long term strategies and support tactics, partner with a variety of stakeholders and customers, and oversee all information security projects, programs and personnel.
Responsibilities
In this Chief Information Security Officer position, you will:
- Develop and implement a robust information security program aligned with industry best practices and regulatory requirements, with a strong emphasis on PCI DSS compliance.
- Evaluate and prioritize risks and emergent security threats throughout our organization, recommending mitigation strategies and informing TS of risks associated with current and future systems
- Directly oversee a team of information security employees, providing them with effective coaching and technical assistance as needed – ensuring that effective security tools and measures are implemented to achieve targeted risk posture
- Oversee, provide consultation, and implement all information security related programs, operations, tools, and architecture
- Champion the communication and organizational change managements effort for all information security related topics, including policies, investigations and general awareness
- Inform and implement training programs across agencies and departments, working with them to minimize risk while applying the appropriate security tools and procedures
- Work with staff to ensure that all information owned, collected or controlled by or on behalf of the City and County of Denver is processed and stored in accordance with applicable laws and other global regulatory requirements, such as data privacy
- Collaborate and liaise with the data protection officer to ensure that data privacy requirements are included and enforced where applicable
- Define and facilitate the processes for information security risk
- Collaborate with federal, state and other local cyber security offices on investigations, alerts, findings, etc.
- Ensure that information security requirements are included in contracts by liaising with vendor management and procurement organizations
- Manage the budget for the information security, including grant awards

We are looking for someone with experience in leading and empowering highly skilled technical teams by acting as both a coach and an effective advocate. We are also looking for a partner who wants to join Technology Services and work with other Directors and leaders to support our City. You should have proven skills in leading and managing a large group of professional and technical staff to success on multiple projects with multiple deadlines.
Our Ideal Candidate has:
Leadership experience in balancing information security, business, and financial needs and responsibilities
Proven experience partnering with a variety of parties, including internal/external customers, vendors, and senior levels within an organization
Excellent management, team building, and coaching skills
5+ years of management level experience in technology, innovation, information security and/or assurance
Progressively responsible background in enterprise level information security architecture to include: coordinating information security procedures and controls, physical security, attack & penetration testing, application testing, information security program gap analysis and incident response
In-depth knowledge of PCI DSS requirements and compliance processes.
Knowledge and understanding of relevant legal and regulatory requirements, such as Payment Card Industry (PCI), Criminal Justice Information Services (CJIS), Health Insurance Portability and Accountability Act (HIPAA), and others.
Knowledge of common information security management frameworks, such as ISO/IEC 27001, ITIL, COBIT as well as those from NIST, including 800-53 and Cybersecurity Framework
Minimum Qualifications
- Education requirement: Bachelor's Degree in Computer Science, Mathematics, Business, or a related field.
- Experience Requirement: Five (5) years of experience managing information technology teams or projects at the type and level of the IT Manager.
- Education/Experience Equivalency: Two (2) years of the appropriate type and level of experience may be substituted for each required year of post-high school education.
- Additional appropriate education may be substituted for the minimum experience requirements.
- License/Certifications: Must obtain Criminal Justice Information Services (CJIS) clearance within the probationary period.
