Data Analyst - Research Analyst 3 (2 Positions) - Limited DurationThe Oregon State Hospital is looking to hire 2 Data Analyst’s on a limited duration basis.
The primary purpose of these positions is to work closely with our Data and Metrics Coordinators, Performance Analysts, and Research Coordinators to ensure the Data & Analysis team can meet the needs of the hospital. The Data Analyst position will have a variety of data collection, data cleaning, analysis, reporting duties, and require the ability to create written documentation that will provide a strong narrative account of incidents and trends for leadership to review. The person(s) in this position must have extensive knowledge of, and experience with, a wide variety of quantitative and statistical methodologies as well as general sociological, demographic, and research design techniques.
What you will do!
The Data Analyst will communicate, coordinate, and work with staff at all levels within Oregon Health Authority and Oregon State Hospital. This position must be capable of working on projects independently or as part of a team of researchers. The person in this position will consult with agency management and others regarding informational needs but will use independent judgment when developing research projects and associated processes. This position, in consultation with other Data & Analysis staff and/or the Director, Data and Analysis, will use the principles of project management to achieve appropriate results.
Manage Hospital Data
Perform data cleaning, data validation, and quality control duties.
Data Requests and Metrics Support
Develop useful and useable findings based on valid research and data analysis.
Provide expertise in consultation to help design appropriate and useful metrics for all areas of the hospital.
Performance System Support
Provide data and support for the hospital’s Performance System.
Research Support
Provide data and support for survey and research projects occurring at the hospital.
These positions are designed to work 40 hours per week during normal business hours (Monday through Friday 8:00am to 5:00pm). Schedule flexibility can be negotiated with emphasis on the business needs of the positions. Work is intended to be primarily remote work, but in-office arrangements can be made.
Work is performed with the use of computer, telephone, and other technologies; participation in meetings with co-workers and stakeholders; and emphasis on Lean methodologies. The nature of work within Data & Analysis is subject to fluctuating workloads and priorities in dealing with highly complex, sensitive and/or political issues. Occasional contact with angry or confused employees, patients, other agency representatives, and members of the public is possible. Incidental local and in-state travel may be required.

WHAT WE ARE LOOKING FOR:
Minimum Qualifications
A Bachelor's Degree in any discipline that included six-quarter units in statistics or quantitative analysis methods and procedures, and one year experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports;
OR
Four years of research experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports.
In addition to the above requirements, some positions require one or more of the following:

Experience in using trends such as social, economic, or industrial to do analytical research
Experience using advanced statistical or quantitative analysis computer applications
College-level course work in advanced statistics or quantitative analysis such as multiple regression, factor analysis, analyses of variance and discriminate analysis
Special Qualifications
Incumbents should have advanced knowledge and experience with data and report writing software such as Microsoft Office (especially Excel and Access), SAP Crystal Reports, Microsoft SQL Server Reporting Services, Microsoft Visual Studio, SAP Business Objects, and Tableau.
Incumbents must be able to skillfully collaborate with multiple stakeholders, work with large and complex data sets, quickly and accurately analyze data, and prepare data visualizations and written reports for lay audiences.

The salary listed is at the non-PERS rate. Public Employee Retirement System (PERS) eligible employees will have their base salary increased by 6.95% and pay the 6% employee contribution to PERS.
